Specialist Talent Golden Visa: Doctors, Scientists & Engineers (2026)

How doctors, scientists, engineers, and PhD holders qualify for the UAE Specialist Talent Golden Visa — DHA / MOH / DOH endorsement, accreditation, and the 2026 application process.

The Specialist Talent Golden Visa rewards high-impact professionals in medicine, science, engineering, and the arts with a 10-year UAE residence — without needing an employer sponsor. Here is how doctors, scientists, engineers, and PhD holders qualify in 2026.

What is the Specialist Talent Golden Visa?

The Specialist Talent route is one of the original Golden Visa categories, designed to attract globally competitive professionals. It bypasses the AED 2M property and AED 2M investment thresholds by recognising professional credentials, peer-reviewed work, and verified accreditation. The Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) issues the visa after endorsement from the relevant licensing authority — typically DHA (Dubai Health Authority), MOH (Ministry of Health and Prevention), or DOH (Department of Health Abu Dhabi) for healthcare, and emirate-level councils for engineering and science.

Who qualifies

  • Doctors and specialists: active DHA, MOH, or DOH licensure, with at least one of: PhD in a medical specialty, board certification from a top-50 medical school, or 10+ years of senior clinical experience.
  • Scientists: recipients of the Mohammed bin Rashid Medal for Scientific Excellence, or scientists at a UAE accredited research institution with significant peer-reviewed publications and an h-index recognised by Emirates Council of Scientists.
  • Engineers and IT specialists: bachelor's degree minimum, working in priority sectors (AI, biotech, epidemiology, advanced manufacturing, robotics) with verifiable contribution evidence.
  • Arts and culture: recognition by the Ministry of Culture and Youth, with documented body of work — exhibition records, awards, or curatorial endorsements.
  • PhD holders: doctorate from a top-100 university (QS or Times Higher Education), in a relevant specialty, with attestation by MOFA and the Ministry of Education.

Cost breakdown

ItemFee (AED)
Endorsement letter (DHA / MOH / DOH)500 - 1,500
Golden Visa government issuance (10-year)2,800 - 3,800
Medical fitness test320 - 750
Emirates ID (10-year)1,070
MOFA attestation per document150 - 300
Status change (if inside UAE)640
Service / typing fee500 - 2,000

Typical all-in cost: AED 6,500 - 12,000, depending on attestation needs and whether the applicant is inside or outside the UAE.

Step-by-step process

  1. Identify the endorsing authority — DHA for Dubai healthcare, MOH for federal health, DOH for Abu Dhabi healthcare, Emirates Council of Scientists for research, Ministry of Culture for arts.
  2. Compile credential evidence: degree (attested), licensure, employment letter, publications list, awards, salary certificate.
  3. Submit the endorsement request to the licensing authority along with the supporting evidence.
  4. Once endorsed, file the Golden Visa nomination via ICP smart services or GDRFA Amer.
  5. Pre-approval issued within 7 - 14 working days.
  6. Complete medical fitness and biometrics.
  7. Emirates ID issuance and Golden Visa stamping.

Documents required

  • Passport (6+ months validity)
  • Emirates ID (if inside UAE)
  • Attested degree certificates (MOFA + Ministry of Education)
  • Active professional licence (DHA, MOH, DOH, Emirates Engineers Society, etc.)
  • Recommendation or endorsement letter from the licensing authority
  • CV listing roles, awards, peer-reviewed publications, patents
  • Salary certificate and last 6 months bank statements
  • Passport-size photo (white background)
  • Medical fitness certificate
  • Health insurance card

Processing time

The endorsement step typically takes 2 - 4 weeks, after which the actual Golden Visa is issued in 7 - 14 working days. PhD-holder applications outside the UAE can take 4 - 6 weeks total because of MOFA attestation in the country of origin.

Common mistakes

  • Skipping MOFA attestation: degrees and certifications must be MOFA-attested. The most frequent rejection is "credentials not authenticated."
  • Wrong endorsing authority: a Dubai-licensed doctor must use DHA, not MOH. Submitting to the wrong authority delays the application by weeks.
  • Insufficient h-index for scientists: Emirates Council of Scientists requires evidence of high-impact citations. List Scopus and Google Scholar IDs in the CV.
  • PhD from unaccredited institution: the Ministry of Education maintains a verified-university list. Degrees from outside the list need additional equivalency review.
  • Salary mismatch: if employer letters and bank statements disagree, the application is paused for verification.

Frequently asked questions

Do I need an existing job in the UAE?

No — though it strengthens the application. The Specialist Talent route is intended to attract talent both from inside and outside the UAE. PhD holders applying from abroad can secure pre-approval before relocating.

How many years of experience are required for doctors?

For specialist consultants, 10+ years of senior clinical experience is the typical benchmark. Newly qualified consultants with rare specialisations (e.g. paediatric oncology, cardiothoracic surgery) often qualify with fewer years if the field is on the UAE's priority shortage list.

Are nurses eligible?

Senior nurses with advanced certifications (MSc, Doctor of Nursing Practice) and active DHA / MOH licensure can qualify under the specialist talent route. General-duty nurses typically use the Green Visa or standard employment route.

Can engineers without PhDs qualify?

Yes. Engineers in priority sectors (AI, biotech, advanced manufacturing) with bachelor's degrees plus a recognised industry contribution can qualify. Senior software engineers at unicorn startups often use this route.

Does the visa cover my family?

Yes. As a Golden Visa holder you can sponsor spouse, children of any age, parents (without the AED 20,000 salary requirement), and domestic workers. See our family Golden Visa sponsorship guide.

Do I need to prove a minimum salary?

For most Specialist Talent sub-categories, no fixed salary threshold applies. For executive talent (a different sub-route) the AED 50,000 minimum applies. Doctors, scientists, and PhD holders are evaluated on credentials, not salary.

What about creative professionals?

Filmmakers, authors, painters, and musicians can apply under the cultural talent route, which requires endorsement from the Ministry of Culture and Youth. A documented portfolio of work and recognition (festival awards, gallery exhibitions, published works) is essential.
