SHAMS — Sharjah Media City — is the UAE's lowest-cost media and creative free zone, with packages starting under AED 6,000 for freelancers and AED 11,500 for companies. If you're a content creator, marketer, designer or producer, it's the most accessible entry into the UAE.

What SHAMS is and isn't

SHAMS opened in 2017 as Sharjah's answer to twofour54 and Dubai Media City — a free zone targeting media, marketing, design, content production, and creative-tech. Despite the "Media" tag, SHAMS today licenses over 300 activities including general consulting, e-commerce, IT, and event management. It's not the right home for trading commodities, manufacturing, or regulated finance.

Step-by-step setup

  1. Pick freelance or company licence and your activities.
  2. Submit application through SHAMS portal with passport, photo, CV, and degree (for some activities).
  3. Receive initial approval — 2–4 working days.

Limits to know about

  • The freelance permit allows a single activity name — no general trading or multi-activity bundling.
  • Direct retail to UAE customers needs a separate dual licence or distributor.
  • Some banks are slower with SHAMS company accounts than with DMCC or DIFC — Wio and Mashreq Neo are usually fastest.
  • SHAMS doesn't offer industrial workshop space — you'd need to rent separately.

Can I sponsor my family on a SHAMS visa?

Yes, with a minimum salary equivalent of AED 4,000 (or AED 3,000 + accommodation) and an attested marriage / birth certificate.

Is SHAMS recognised by Dubai banks?

Yes — Wio, Mashreq Neo, RAKBank, and Emirates NBD all open accounts for SHAMS companies. Larger international banks (HSBC, Citi) are stricter and usually require higher revenue.

How long does the freelance permit take?

5–10 working days from application to permit issuance. Visa stamping adds another 2–3 weeks.

Can I add more activities later?

Yes — pay an amendment fee (AED 500 per activity) and update your licence at any time during the year.

Is SHAMS a "real" free zone or just a service desk?

SHAMS is a fully recognised UAE free zone authority licensed by Sharjah Government. Companies issue VAT invoices, hire employees, sponsor families, and qualify for the same free zone tax framework as DMCC or IFZA.

What's the catch with the low price?

No catch — but the office is virtual, the address is in Sharjah (not Dubai), and the brand is less recognised internationally than DMCC or ADGM. For solo creators those trade-offs rarely matter.
