Embassy attestation is the second link in the UAE's document-legalisation chain: home-country authentication first, UAE embassy in the home country next, then MOFA in the UAE. With the UAE's 2025 accession to the Hague Apostille Convention, the embassy stage is being replaced for many countries — but for several major source markets, embassy attestation still applies. This is the country-by-country reality in 2026.

The legalisation chain — where embassy attestation fits

  2. Home-country state authentication (HRD, SDM, foreign affairs department).
  3. Home-country Ministry of Foreign Affairs attestation.

India

India is not yet a Hague-Apostille party for UAE-bound documents (a long-standing dispute on accession objections), so the full embassy-attestation chain still applies.

Educational documents (degree, transcript) require HRD attestation from the state in which the institution is located. Personal documents (birth, marriage) go through Home Department or SDM.

Pakistan

Pakistan signed the Apostille Convention in 2023 but reservations from several states (including the UAE) mean the full chain still applies in practice.

Educational documents go through HEC (Higher Education Commission) for degrees and IBCC for school certificates, before MOFA.

Philippines

The Philippines became an Apostille party in 2019 — most personal and educational documents now use the Apostille route through DFA (Department of Foreign Affairs), bypassing the UAE Embassy entirely. The UAE accepts the Philippine Apostille for non-commercial documents.

Commercial documents (POA, board resolutions for investments) may still require UAE Embassy Manila attestation in addition to the Apostille — confirm with the receiving UAE authority before starting.

Egypt

Indonesia

Indonesia joined the Apostille Convention in 2022. For documents bound for the UAE, the UAE accepts the Indonesian Apostille for many categories — but commercial documents may still need UAE Embassy attestation.

Frequently asked questions

Can I do the home-country attestation from inside the UAE?

You cannot do the home-country MOFA stamp remotely, but you can authorise a Power of Attorney to a relative or service agent to handle it. We coordinate with vetted partners in each country.

How long does an attestation last?

The attestation itself does not expire — but documents that capture point-in-time data (Police Clearance, marital status) are typically required to be less than 3–6 months old by UAE receiving authorities.

Do I need legal Arabic translation?

Yes for any document being submitted to a UAE government office, court, or licensing authority. Translation must be done by a MOFA-licensed sworn translator inside the UAE.

What if my degree is from a country not listed here?

The same general chain applies (home-country auth → UAE embassy → UAE MOFA). Most major source countries (Philippines, Indonesia, India, Pakistan, Egypt, UK, US, Canada, Australia) have well-trodden processes.

What if my document is already in the UAE — can I get it attested?

UAE-issued documents (Emirates ID, UAE marriage, UAE court rulings) only need MOFA attestation in the UAE before going abroad — and now, an Apostille thanks to UAE's 2025 accession.

Can the UAE embassy reject the document?

Yes — common reasons include missing prior attestation, mismatch in name spelling, blurred seals, or document categories not eligible (e.g., personal correspondence). We pre-check before submission.
