The UAE has federal driving rules, but vehicle and driving services are run at the emirate level. Dubai's traffic, registration, and licensing flow through the Roads and Transport Authority (RTA), while Abu Dhabi's flow through Abu Dhabi Police (ADP) and the Integrated Transport Centre (ITC). The two systems are interoperable but not identical. Here's a side-by-side breakdown.

What they share

  • Driving licence is federal — a UAE driving licence issued in any emirate is valid in all seven. You don't need to re-apply if you move from Dubai to Abu Dhabi.
  • Black points and traffic fines are federal — points accumulated anywhere in the UAE add up against your single national record.
  • Foreign licence conversion eligibility — the eligible-country list is uniform across emirates.
  • Federal traffic law (FTL) — speed limits, seatbelt rules, mobile-phone rules are federal.

What's different

  • Tolls — Salik tags only work in Dubai; Darb (account-based, no physical tag) only works in Abu Dhabi. You need both if you frequently cross emirate lines.
  • Vehicle inspection rigour — RTA Tasjeel and ADP have similar checklists but slightly different tolerances on tint, modifications, and exhaust noise.
  • Plate aesthetics and pricing — premium short-digit plates are auctioned separately by RTA Dubai and EMI Abu Dhabi.
  • Apps — RTA Dubai app handles all Dubai vehicle / licence / Salik tasks; ADP app and TAMM (Abu Dhabi government super-app) handle Abu Dhabi tasks.
  • Service hours — RTA centres typically operate longer evening hours than some ADP locations.

Inter-emirate vehicle transfer

If you move from Abu Dhabi to Dubai (or vice versa) and want to re-register your car in your new emirate, the steps are:

  1. Pay any outstanding fines, Salik / Darb dues, and clear any third-party claims.
  2. Obtain an NOC (transfer certificate) from the original emirate's traffic authority. RTA issues one through Tasjeel or the app; ADP issues one at Vehicle Registration Department.
  3. Cancel the existing registration and surrender the old number plates (or carry them as a souvenir if you've paid the plate retention fee).
  4. Take the NOC and Mulkiya to the new emirate's authority.
  5. Inspect the vehicle in the new emirate.
  6. Take new insurance covering the new emirate's plate code.
  7. Receive new plates and a new Mulkiya.

Total cost: AED 500–800 for the NOC and re-registration, plus inspection, insurance, and new plate fees.

If you live in Dubai but work in Abu Dhabi (or vice versa)

  • Keep your car registered in your home emirate — you don't need to switch every time you commute.
  • Open both Salik and Darb accounts to avoid surprise toll fines.
  • Renew your Mulkiya in the issuing emirate; you can do this online from anywhere via the relevant app.
  • Pay traffic fines through whichever app issued them — but they will appear in your single federal record.

Driving licence transfer between emirates

You don't transfer the licence — it's federal. But your address on file and the issuing authority stay as originally recorded. When the licence renews, you can choose to renew it in your new emirate by visiting RTA or ADP. Renewal of an existing UAE licence is roughly AED 200 plus the eye test.

Can my Dubai-registered car be inspected in Abu Dhabi? Yes for emergencies, but Tasjeel renewals must be processed by RTA. Inspection results are recognised across emirates.

Where do I pay an Abu Dhabi fine if I live in Dubai? Through the ADP app or any UAE bank's bill payment service. The fine amount and grace period are federal.
