Kafala — what's actually different now

Both countries have substantially reformed kafala (the traditional employer-sponsorship system that historically tied workers to a single employer):

UAE

Workers can change jobs without their current employer's consent in nearly all cases. The 6-month "labour ban" is gone (replaced with a 1-year ban only in narrow cases of serious contract breach). Self-sponsorship via Golden Visa, Green Visa, or Freelance Permit removes employer dependency entirely.

Qatar

Since reforms in 2020 and 2024, workers no longer need a NOC (No Objection Certificate) from their employer to switch jobs. Workers can change jobs freely after the probation period, must give 1–2 months' notice, and the new employer handles the work permit transfer. However, true self-sponsorship is still rare — most expats remain employer-sponsored.

Long-term residency options

  • UAE Golden Visa: 10 years, broad eligibility (investors, talent, students, real estate from AED 2M).

Can I move from a Qatar QID to a UAE residence visa?

Yes — your Qatar exit affects only your Qatar residency. You can apply for UAE residency from Qatar (or any GCC country) on a tourist visa or via direct sponsorship from a UAE employer.

Are end-of-service benefits similar?

Both countries grant gratuity at end of service. Qatar: 21 days' basic salary per year for the first 5 years, 30 days/year thereafter. UAE: 21 days/year for the first 5 years, 30 days/year thereafter (very similar formula).

Which has stricter labour law on weekends?

Both follow Saturday–Sunday weekends since 2022 (UAE shifted in 2022). Friday is still a half-day for prayer in some sectors.

Can I run a business while on a work visa?

UAE — generally not without converting to investor visa or freelance permit. Qatar — strictly no, work visas are employer-tied.

Which has better remote-work options?

UAE leads — the Virtual Working Programme allows 1-year remote-work residency from Dubai. Qatar has no equivalent yet.

Do I get any GCC reciprocity?

GCC nationals enjoy free movement, but expats with residency in either country generally need separate visit visas to enter the other (Qatari residents can get UAE 30-day visa on arrival; UAE residents can apply for Qatar e-visa online).
