Eligibility criteria

  • Foreign driving licence issued by an eligible country (not by an embassy).
  • Original licence must be valid and unexpired (or expired by no more than 1 year in some emirates).
  • You hold a UAE residence visa (tourists can drive on the foreign licence but cannot convert).
  • You are 18+ for light vehicles, 21+ for heavy categories.
  • Your foreign licence must have been issued at least 6 months ago (some emirates require 12).

Step-by-step: Dubai (RTA)

  1. Get the eye test from an RTA-approved optician (Lulu, Magrabi, Sharaf, etc.).
  2. Translate your licence if not in English or Arabic.
  3. Visit RTA Customer Happiness Centre (Al Barsha, Al Manara, Al Aweer, Al Twar) or use a Tasjeel Express centre.
  4. Submit documents + fees through the counter or via the RTA app.
  5. Sit for a brief data-capture (photo, signature, fingerprints).
  6. Receive your UAE driving licence — usually printed within 30 minutes; mailed home within 3 days for those who prefer.

Step-by-step: Abu Dhabi (ADP)

  1. Get the eye test (same process, ADP-approved optician).
  2. Translate your licence if needed.
  3. Visit any Abu Dhabi Police licensing centre or use the ADP smart services app.
  4. Submit documents and pay fees.
  5. Data capture and licence printed.
  6. Licence valid in all 7 emirates regardless of issuing emirate.

What if my country isn't on the eligible list?

  • Licence translation rejected — must be from a UAE-licensed legal translator, not the embassy.

FAQs

Can I drive on my foreign licence while waiting? If you're on a tourist visa, yes (with the original licence and an International Driving Permit if not in Arabic/English). Once you become resident, you must convert within a few weeks.

Do I get to keep my old licence? RTA returns it to you punched as cancelled, or sometimes retains it.

How long is the UAE licence valid? 5 years for residents. Renewal at AED 100 + eye test.
