This 2026 guide covers everything Indian nationals need: attestation routes, common visa products, and what to expect at the Indian consulates in Dubai and Abu Dhabi.

Document attestation: the make-or-break step

Any Indian-issued document used for a UAE visa or job must be attested through a chain that depends on document type:

  1. Notary attestation in India (for non-government documents).
  2. State HRD or SDM attestation for educational documents (for example, Maharashtra HRD for a Pune-issued degree).
  3. MEA (Ministry of External Affairs) attestation or Apostille — Apostille for Hague-Convention countries, MEA attestation for the UAE.
  4. UAE Embassy attestation in New Delhi (or its consulates in Mumbai/Bengaluru/Hyderabad/Trivandrum).
  5. UAE MOFA attestation after arrival in the UAE.

For UAE use specifically, you need MEA + UAE Embassy + MOFA. Apostille alone is not sufficient — that's the most common mistake.

Step-by-step: bringing an Indian degree to the UAE

  1. Notarise the degree in India.
  2. State HRD attestation in the issuing state.
  3. MEA attestation in Delhi (apostille if you're using it elsewhere; for UAE use MEA stamp).
  4. UAE Embassy attestation in Delhi/Mumbai/Bengaluru/Hyderabad/Trivandrum.
  5. Carry to UAE; submit for MOFA attestation in Dubai or Abu Dhabi.
  6. Use for residence-visa stamping, MOHRE labour-card application, or Golden Visa eligibility.

Indian consulate services in the UAE

Two missions serve Indians in the UAE:

  • Embassy of India, Abu Dhabi: passport renewal, visa, OCI, attestation of marriage/birth certificates, PCC, NRI services.
  • Consulate General of India, Dubai: covers Dubai and the northern emirates; same services as the embassy plus emergency travel documents.

Both consulates use the BLS International outsourcing partner for routine passport and OCI work — expect 7–14 working days for new passports, longer for OCI.

Common pitfalls

  • Apostille instead of attestation: for UAE use you need MEA stamp and UAE Embassy attestation, not just an Apostille sticker.
  • State-mismatch: degree from a Karnataka university must clear Karnataka HRD before MEA — going direct to MEA fails.
  • PCC validity: the Police Clearance Certificate is only valid for 6 months from issuance — get it close to your visa filing date.
  • Marriage certificate: required for spouse visas — must be attested through the same chain as a degree.
  • Newborn registration: Indian newborns in the UAE must be registered with the consulate within 60 days for OCI/passport eligibility.

Can I get a 30-day visa on arrival? Indian passport holders with a valid US/UK/EU/Schengen visa or US Green Card can get a 14-day visa on arrival, extendable once. All others need pre-issued visas.

Do I need attestation for a tourist visa? No — only employment, residence, and family visas require attested documents.

What about marriage between Indians in the UAE? The Indian consulate registers marriages; some couples also use the new UAE civil-marriage option (open to non-Muslims regardless of nationality).

How long does MEA attestation actually take? 3–5 working days through agents; up to 15 days direct.

Is the UAE Golden Visa available to Indians? Yes — same eligibility routes apply (real estate AED 2M, talent, executive salary AED 50K+ etc).
