UAE Visa for Pakistani Nationals 2026: Attestation, PCC & Embassy

Pakistanis are the second-largest expat community in the UAE — nearly 1.7 million. The visa landscape has shifted in recent years (with periodic visa-stoppage announcements that turn out to be partial), and the document side has very specific quirks. This 2026 guide tracks the current state.

Current visa landscape (April 2026)

UAE visa issuance to Pakistani nationals has been intermittent over the last 18 months, with periodic restrictions on visit visas and tighter scrutiny on employment visas. As of early 2026:

  • Tourist/visit visas: processed but with case-by-case approvals; sponsor's visa class and bank statements matter.
  • Employment visas: issued for skilled categories (engineering, IT, healthcare, finance) — labour market needs assessments determine which job titles flow.
  • Family visas: processed normally for residents holding employment, investor, or Golden visas.
  • Golden Visas: Pakistanis are eligible across all qualifying routes; no nationality-specific friction.

Document attestation chain

Any Pakistani-issued document used for UAE residence must clear:

  1. Notary public in Pakistan (city of issuance).
  2. HEC (Higher Education Commission) attestation for educational documents — degree, transcript, equivalent qualifications.
  3. Ministry of Foreign Affairs (MoFA) Pakistan — stamps in Islamabad or via authorised collection points in Karachi/Lahore.
  4. UAE Embassy in Islamabad attestation.
  5. UAE MOFA after arrival.

Police Clearance Certificate (PCC)

Many UAE jobs and visa categories require a Pakistani PCC. Two main routes:

  • Pakistani PCC from home country via the Special Branch in your domicile city — 5–15 days, valid 6 months.
  • Pakistani PCC from UAE via the embassy in Abu Dhabi or consulate in Dubai — typically 21–35 days, valid 6 months. The UAE-issued route involves a fingerprint exercise at the embassy and dispatch back to Pakistan.

The PCC must be attested up to MOFA UAE in the same chain as your degree.

Passport validity rules

UAE residence visas require a Pakistani passport with at least 6 months' validity at the time of stamping. For renewals, ICP frequently rejects applications where the passport is within 6 months of expiry — renew via the consulate first.

Pakistan Embassy and Consulate services

  • Embassy of Pakistan, Abu Dhabi: passport, NICOP, POC, marriage registration, attestation, PCC.
  • Consulate General of Pakistan, Dubai: covers Dubai and northern emirates; same service set; biometric passport (MRP/E-Passport) capture.

Both consulates use NADRA-linked terminals for ID and passport. Expect 25–60 days for new passports including dispatch from Pakistan; renewals via the e-passport rollout are faster (2–4 weeks for many cases).

Step-by-step: Pakistani employment visa to UAE

  1. Receive an offer letter from a UAE-licensed employer with attested-degree requirement listed.
  2. Get HEC attestation on degree, then MoFA Pakistan, then UAE Embassy Islamabad.
  3. Obtain PCC from your home Special Branch (or arrange via UAE embassy if already in UAE).
  4. Employer files entry permit through MOHRE/ICP with the offer letter.
  5. Travel to UAE on the entry permit; status change is normally not required.
  6. Medical fitness, Emirates ID biometrics, residence stamp — usually 7–12 working days.

Common pitfalls

  • HEC skipped: sending a degree direct to MoFA without HEC attestation gets it rejected.
  • NIC vs CNIC: ICP UAE wants the modern CNIC number on visa applications; using an old NIC number causes delays.
  • Marriage certificate: NADRA-issued marriage certificates need MoFA attestation before they're accepted in Dubai for spouse visas.
  • Visit-visa rejections: low or inconsistent bank balances of the UAE sponsor are the most common rejection reason in 2026.
