As of 2026, the UAE-Sri Lanka pipeline runs through the Sri Lanka Bureau of Foreign Employment (SLBFE) on the Sri Lankan side and through Tadbeer (for domestic workers) or MOHRE (for other workers) on the UAE side. This guide covers both routes and the consular protections in between.
Domestic worker visa via Tadbeer
Tadbeer is the UAE federal-government-mandated framework for domestic workers (housemaids, nannies, cooks, drivers, gardeners). Since 2018 it replaced the older direct-sponsor model. The flow is:
- UAE family approaches a licensed Tadbeer service centre.
- The Tadbeer centre handles visa, recruitment, training, and ongoing welfare oversight.
- Worker is recruited from Sri Lanka through SLBFE-registered agency partner.
- Worker travels to UAE on a domestic worker entry permit, completes medical and biometrics, and is registered under the family's sponsorship through Tadbeer.
Domestic workers receive a contract with minimum salary, weekly day off, paid annual leave, return ticket, and accommodation. Tadbeer mediates any dispute between worker and family.

SLBFE clearance — Sri Lanka's mandatory step
Every Sri Lankan worker travelling for foreign employment must register with the Sri Lanka Bureau of Foreign Employment (SLBFE). SLBFE clearance confirms:
- Pre-departure training course completed (mandatory for first-time domestic workers).
- Insurance under the SLBFE worker insurance scheme.
- Employment contract reviewed and registered.
- Recruitment fee paid in line with SLBFE caps (recruitment fees for women domestic workers should be free; the UAE employer/Tadbeer pays).
Without SLBFE registration, immigration at Bandaranaike International Airport (CMB) will not allow departure for foreign employment.
Sri Lankan Consulate and Embassy services
- Sri Lankan Embassy in Abu Dhabi — passport renewals, dual citizenship applications, NIC services, attestation of Sri Lankan documents, labour welfare assistance.
- Sri Lanka Consulate General in Dubai — covers Dubai and Northern Emirates with the same services plus emergency travel documents and body repatriation.
- Labour Welfare Officer — both missions have officers dedicated to handling worker grievances, including salary disputes, contract violations, and unsafe accommodation reports.
- Appointments via the Sri Lanka Foreign Affairs portal or in-person token system.
Document attestation chain for Sri Lanka
- Notarisation in Sri Lanka by Justice of the Peace or Notary Public.
- Attestation by the relevant Sri Lankan Ministry (Education for academic, Health for medical, etc.).
- Attestation by the Sri Lankan Ministry of Foreign Affairs (Consular Division, Colombo).
- Attestation by the UAE Embassy in Colombo.
- Final attestation by MOFAIC in the UAE.

The UAE-Sri Lanka bilateral agreement guarantees: minimum wage tied to skill level, maximum 8-hour day for non-domestic workers, weekly day off for domestic workers, two months' paid annual leave per two-year contract, end-of-service gratuity (21 days' wages per year), return air ticket. Salary must be paid via Wage Protection System (WPS) for non-domestic workers; for domestic workers, Tadbeer disburses through a verified channel. Complaints reach MOHRE through the 800-60 hotline or the MOHRE app.
